Joint resolution authorizing an agreement with DLZ Illinois, Inc., Chicago, Illinois, for Phase II design engineering services, adding approximately 18 Pan Tilt Zoom (PTZ) cameras, 10,000 feet of fiber optic cable, nine wireless connections, and three cellular connections to expand the Lake County PASSAGE network along various routes in Lake County at a maximum cost of $78,125, and appropriating $94,000 of ¼ percent Sales Tax for Transportation funds.

 

Staff Summary

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq., and the Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation (IDOT). The firm selected for this project was selected in accordance with this approved process.

                     This project involves Phase II design engineering services to expand Lake County PASSAGE and will add approximately 18 PTZ cameras,10,000 feet of fiber optic cable, nine wireless connections, and three cellular connections to expand the PASSAGE network.

                     LCDOT received and evaluated Statements of Interest and Qualifications from 11 professional firms, of which three were shortlisted and presented to a consultant selection committee.

                     As a result of the interviews, the selected and recommended consultant is DLZ Illinois, Inc., with a maximum cost of $78,125.

                     The Phase II design engineering services includes work associated with the Illinois Department of Commerce and Economic Opportunity (DCEO) grant to connect traffic signals and install PTZ cameras on Illinois Route 59 in the southwest portion of Lake County.

                     This improvement is included in the highway improvement program and designated as Section 19-00268-20-TL.

R E S O L U T I O N

 

WHEREAS, Lake County, by and through its PASSAGE Program, endeavors to interconnect traffic control signal systems situated throughout Lake County; and

  

WHEREAS, Lake County, by and through its Division of Transportation, plans to add approximately 18 PTZ cameras, 10,000 feet of fiber optic cable, nine wireless connections, and three cellular connections to expand the network, along various routes, to Lake County PASSAGE which includes interconnection of traffic signals along Illinois Route 59 in the southwest portion of Lake County as a part of the Illinois Department of Commerce and Economic Opportunity (DCEO) grant agreement approved by this County Board on August 13, 2019; and

 

WHEREAS, Phase II design engineering services are required for these intersection improvements; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II design engineering services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and  

 

WHEREAS, DLZ Illinois, Inc., Chicago, Illinois, are consulting engineers skilled in the provision of Phase II design engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that DLZ Illinois, Inc., Chicago, Illinois, be employed to provide said Phase II design engineering services at a maximum cost of services of $78,125 to add approximately 18 Pan Tilt Zoom (PTZ) cameras, 10,000 feet of fiber optic cable, nine wireless connections, and three cellular connections to expand the Lake County PASSAGE network along various routes in Lake County, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract and any subsequent amendments, for consultant engineering services between Lake County and DLZ Illinois, Inc., Chicago, Illinois, a draft of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $94,000 of ¼% Sales Tax for Transportation funds for these engineering services and designated as Section 19-00268-20-TL.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
