Joint resolution authorizing an emergency appropriation for the Lake County Flood Hazard Mitigation Project by the Stormwater Management Commission (SMC) in the amount of $3,845,091 and funded by the Illinois Department of Natural Resources, Office of Water Resources, (IDNR-OWR) Flood Mitigation program.
Staff Summary
• SMC has authorized an agreement with the IDNR-OWR for a grant (Contract Number OWR-371) for the buyout of 12 flood-prone properties throughout Lake County, Illinois.
• Properties are designated as Federal Emergency Management Agenda (FEMA) “Severe Repetitive Loss” (SRL) and “Repetitive Loss” (RL) properties, four homes are substantially damaged, several properties are located in a “low to moderate income area”, and all properties are located in the floodway.
• Property will be acquired initially by the County of Lake and then transferred to local municipality, township or other local governments upon completion of the project.
• Emergency appropriations are needed for the total project cost of $3,845,091, which is not included in the current year budget. SMC will use funding for project expenditures which will be reimbursed by the IDNR-OWR.

RESOLUTION
WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a voluntary flood-prone property buyout project through the Illinois Department of Natural Resources, Office of Water Resources (IDNR-OWR) Flood Mitigation Program to purchase and demolish twelve structures throughout Lake County which are subject to repetitive flooding; and
WHEREAS, the Stormwater Management Commission has authorized an agreement with the IDNR-OWR to manage the entire grant project, through property appraisal to structure demolition and property restoration as perpetual open space; and
WHEREAS, the SMC has authorized staff time for grant management and technical services toward the cost of implementing the IDNR-OWR Flood Mitigation Program grant; and
WHEREAS, the SMC has authorized into an agreement with IDNR-OWR to receive $3,845,091 from the IDNR-OWR Flood Mitigation Program and this amount is not included in the current year budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $3,845,091 in the Stormwater Management Commission budget is hereby authorized in expense budget account 212-4208096-79950 for the IDNR-OWR Flood Mitigation Program grant; and
BE IT FURTHER RESOLVED, that a corresponding emergency appropriation in the amount of $3,845,091 in the Stormwater Management Commission budget is hereby authorized in revenue budget account 212-4208096-45333 for the IDNR-OWR Flood Mitigation Program grant; and
