As a federally qualified health center (FQHC), the Lake County Health Department and Community Health Center (LCHD/CHC) is required to maintain a scope of project with the Health Resources and Services Administration (HRSA). The scope defines the approved service sites, services, providers, service areas and target populations that are served with section 330 grant funds. LCHD/CHC is responsible for updating this scope of project as organizational services change.

This agenda item is to approve the addition of a new service to LCHD/CHC's scope of service. The service to be added is Complex Dental Services.

This change will allow LCHD/CHC to provide oral surgery. In December 2018, LCHD/CHC was contacted by an oral surgeon who was interested in volunteering at the North Shore Health Center to provide oral surgery to LCHD/CHC patients. Per HRSA service definitions, oral surgery is a specialty service that falls outside of LCHD/CHC's current scope of oral health services. Adding "Complex Dental Services" to scope would therefore ensure that these services, once delivered, can be included as part of the FQHC.

Prior to bringing it to the Governing Council at their meeting on June 13, 2019, LCHD/CHC met with the interested provider to develop a detailed list of the services to be provided, to review the workspace, to review equipment/staffing needs, to discuss frequency of service availability and to review LCHD/CHC training requirements. LCHD/CHC also evaluated internally the financial costs of delivering these services and looked at the number of referrals for oral surgery which, for oral health, is one of the more common referrals made by LCHD/CHC dentists. This analysis supports the addition of services to scope.

LCHD/CHC will formally apply to HRSA to add these services to scope. LCHD/CHC will also apply to the Federal Tort Claims Act to add the oral surgeon and his assistant (a supportin...
