Utilization Update on Providing Advocacy, Dignity and Shelter (PADS) - Zun

In addition to the services delivered at the Lake County Health Department and Community Health Center (LCHD/CHC) Federally Qualified Health Center (FQHC) locations, the Governing Council has oversight responsibilities for health services provided by LCHD/CHC staff at Providing Advocacy, Dignity and Shelter (PADS) temporary shelters. These services are provided each year from October to April. They are listed on form 5C (other activities/locations) of LCHD/CHC’s scope of project on file with the Health Resources and Services Administration (HRSA).
During the 2018-2019 PADS season, services were provided on Mondays at Shepherd of the Lakes Lutheran Church in Grayslake and Tuesdays at First Presbyterian Church in Libertyville. This was the second full PADS season where LCHD/CHC operated without grant support. As indicated in the table below, both patients and visits decreased in the most recent PADS year. One reason for this was a less active flu season although the overall drop suggests that there was decreased utilization in excess of flu-related visits. Total expenses for the program ($24,739) were slightly more than revenue generated from billable visits ($24,099) for the PADS season. In previous years, the program was fully supported by revenue.
