Joint resolution authorizing an agreement with Jorgensen and Associates, Incorporated, Lake Villa, Illinois, for land surveying services to support the design of improvements to Deep Lake Road, from Illinois Route 132 to Grass Lake Road, at a maximum cost of $110,749, appropriating $135,000 of Matching Tax funds.

 

Staff Summary

                     Deep Lake Road, from Illinois Route 132 to Grass Lake Road, will be resurfaced.

                     This resurfacing work, consisting of resurface, restore, and rehabilitate (3R) improvements, will include wider shoulder widths, flatter slopes, improved drainage, and the installation of bike-friendly shoulders.

                     A consultant will be utilized to provide professional land surveying services to support the in-house design engineering work for the Deep Lake Road project.

                     Lake County selects professional land surveying firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation Professional Services selection process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     Public notices were published on March 29 and April 2, 2019, resulting in 11 firms submitting Statements of Interest and Statements of Qualifications.  Three firms were shortlisted and interviewed on May 2, 2019.

                     This resurfacing improvement has been identified within the County’s pavement management system, is included in the highway improvement program, and designated as Section 18-00087-06-RS.

R E S O L U T I O N

 

WHEREAS, Deep Lake Road, County Highway 36, is a designated route on the County highway system; and

 

WHEREAS, Deep Lake Road, from Illinois Route 132 to Grass Lake Road, will be improved by resurfacing, restoration, and rehabilitation (3R); and

 

WHEREAS, professional land surveying services are required for the design of the 3R improvement of Deep Lake Road, from Illinois Route 132 to Grass Lake Road; and

 

WHEREAS, it is advisable that a professional land surveying firm be employed to provide these land surveying services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional land surveying firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and  

 

WHEREAS, Jorgensen & Associates, Incorporated, Lake Villa, Illinois, are professional land surveyors skilled in the provision of these land surveying services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Jorgensen & Associates, Incorporated, Lake Villa, Illinois, be employed to provide these professional land surveying services for the improvements to Deep Lake Road, from Illinois Route 132 to Grass Lake Road, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement, and any amendments, for professional land surveying services between Lake County and Jorgensen & Associates, Incorporated, Lake Villa, Illinois, a draft copy attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $135,000 of Matching Tax funds for these professional land surveying services, and designated as Section 18-00087-06-CH.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
