R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains water systems throughout the County including the Vernon Hills water system in the South Central operational area; and
WHEREAS, the Vernon Hills water system serves residents of the Village of Vernon Hills and surrounding areas, serving a total population of more than 25,000 people; and
WHEREAS, the Vernon Hills Water System major facilities consist of four reservoirs, two elevated water towers and two water delivery structures that are key components of the water distribution system that has been in continuous service for over 35 years.
Major electrical and mechanical equipment at the facilities (motor control center, SCADA equipment, water flow control valves, and water level control sensors) will be replaced and upgraded to ensure safe and continuous operation of this water system.
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Vernon Hills Water System Electrical and Mechanical Upgrade project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to seven contractors; and
WHEREAS, three sealed bids were received and publicly opened in the office of the Public Works Department on Wednesday, May 15, 2019 at 11:00 a.m.; and
WHEREAS, Joseph J. Henderson and Son, Inc., Gurnee, Illinois, is the lowest responsive, responsible bidder in the amount of $2,453,000; two other bids were received in the amounts of $2,590,000 and $3,315,584.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with, Joseph J. Henderson and Son, Inc., Gurnee, IL in the amount of $2,453,000 for the Vernon Hills Water System Electrical and Mechanical Upgrade project charging the cost to Account No. 610-4833098-85010-000-000-000-48310.
