Scope Change - Removal of Head Start Sites from Scope - Pfister

As a federally qualified health center (FQHC), LCHD is required to maintain a scope of project with the Health Resources and Services Administration (HRSA). The scope defines the approved service sites, services, providers, service areas and target populations that are served with section 330 grant funds. LCHD is responsible for updating this scope of project as organizational services change.

This agenda item will approve the removal of three sites from LCHD's scope of service. They are:

Head Start Wadsworth, 15872 W. 21st Street
Head Start Waukegan, 540 S McAlister Avenue
CAP Head Start Round Lake, 420 Greenwood Dr., Round Lake Park

All three of these are Head Start partnership sites. Initially started in 2015, this was a partnership with Community Action Partnership of Lake County (CAP) wherein LCHD provided oral health screening, education and fluoride varnishes to Head Start participants at Head Start sites. Adding the sites to scope was done to allow LCHD to bill for services at the FQHC rate. This covered the staffing costs associated with the project.

Initially, these scope additions were approved by HRSA. However, more recent guidance received from HRSA and conversations with the HRSA project officer have established that the facilities do not meet the definition of an FQHC site. As LCHD's Service Area Competition (SAC) application is this summer, all sites and agreements are to be reviewed for compliance as a condition of continued funding. LCHD has elected to remove these sites from scope in order to minimize potential compliance concerns for the upcoming application.

LCHD has informed CAP of its need to remove these sites from scope. Services for the 2018-2019 school year have been completed and an existing Memorandum of Understanding with CAP will be allowed to expire without renewal.
