• As a result of Martin P. Paulson’s retirement as Chief County Assessor after approximately 28 years of services as Chief County Assessor a vacancy has occurred in the office of the Chief County Assessor.
• Robert S. Glueckert’s education - includes a Bachelor’s in Business marketing and Management and in Psychology.
• Robert S. Glueckert is a Certified Illinois Assessment Officer was a former township assessor and has served as a Lake County Board of Review member from 2009 through 2011 and was appointed again in 2018, making him an individual who meets and exceeds the qualifications required of a Chief County Assessor.
• As a result, County Board Chair Hart has appointed Robert S. Glueckert as Chief County Assessor.
• The resolution ratifies the appointment and approves the employment agreement.

RESOLUTION
WHEREAS, pursuant to its Certification of Educational Qualifications, a copy of which is attached hereto, the Illinois Department of Revenue has certified that Martin P. Paulson has the requisite educational requirements for appointment to the position of Chief County Assessment Officer; and
WHEREAS, the Illinois Property Tax Code further provides that the Supervisor of Assessments for a county may also be referred to as the Chief County Assessment Officer; and
WHEREAS, after approximately 28 years of service as Chief County Assessor, Martin P. Paulson has retired effective May 13, 2019; and
WHEREAS, as a result, a vacancy will occur in the office of Chief County Assessor; and
WHEREAS, this position is hired and terminated by the County Board and is not eligible for severance; and
WHEREAS, Robert S. Glueckert’ s background includes a Bachelor’s in Business marketing and Management and in Psychology, a former township assessor, has served as a Lake County Board of Review member from 2009 through 2011 and was appointed again in 2018; and
WHEREAS, pursuant to its Certification of Educational Qualifications, a copy of which is attached hereto, the Illinois Department of Revenue has certified that Robert S. Glueckert has the requisite educational requirements for appointment to the position of Chief County Assessment Officer; and
WHEREAS, in accordance with the Illinois Property Tax Code, Robert S. Glueckert has certified to the County Clerk that he possesses the requisite qualifications for appointment; and
WHEREAS, it is the recommendation of the Chair that Robert S. Glueckert be appointed to a term commencing May 14, 2019, and ending May 13, 2023; and
NOW, THERESFORE, BE IT RESOLVED by this County Board of Lake County, Illinois, that Robert S. Glueckert is hereby appointed to the position of Chief County Assessment Officer of Lake County for a four-year term commencing May 14, 2019 and ending May 13, 2023.
BE IT FURTHER RESOLVED that it is in the best interests of both parties to enter into an agreement establishing the terms and conditions of the appointment as Chief County Assessor; and
BE IT FURTHER RESOLVED that the Agreement between Lake County and Robert S. Glueckert is hereby approved and incorporated by reference.
