Joint resolution authorizing an agreement with the State of Illinois, Illinois Department of Transportation (IDOT), for the use of federal highway funds for construction and Phase III construction engineering to reconstruct and widen Weiland Road, from Deerfield Parkway to Aptakisic Road, and appropriating $4,295,000 of ¼% Sales Tax for Transportation funds.

• The County has been allocated federal funds to reconstruct and widen Weiland Road, from Deerfield Parkway to Aptakisic Road, and IDOT administers all federal highway funds.
• This improvement will include widening to five lanes, add new bike path and sidewalk, street lighting, drainage improvements, and landscape improvements.
• This agreement provides that IDOT will pay up to 80 percent of the construction cost, and the County will be eligible to receive up to 80 percent reimbursement for the cost of construction engineering dependent upon availability of federal funds.
• The cost for construction and construction engineering is estimated to be $12,376,000.
• Upon completion of construction, Weiland Road will be transferred from the County to the Village of Buffalo Grove.
• This improvement is included in the highway improvement program with construction planned to begin in 2020 and designated as Section 18-00158-13-WR.

R E S O L U T I O N
WHEREAS, Weiland Road, County Highway 17, is a designated route on the County highway system; and
WHEREAS, the free flow of traffic on Weiland Road, from Deerfield Parkway to Aptakisic Road, is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the traveling public if Weiland Road, from Deerfield Parkway to Aptakisic Road, could be improved by reconstruction and widening, inclusive of non-motorized improvements, and designated as Section 18-00158-13-WR; and
WHEREAS, Phase III construction engineering is required to utilize federal highway funds for the above-described improvement; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the construction and Phase III construction engineering services to reconstruct and widen Weiland Road, from Deerfield Parkway to Aptakisic Road, setting forth the terms and obligations to each agency, a draft copy of which is attached hereto; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute an agreement, and any subsequent amendments thereto, pertaining to the financing of the above-named improvement.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk, and grant plan and specification approval to IDOT.
BE IT FURTHER RESOLVED that there is appropriated $4,295,000 of ¼% Sales Tax for Transportation funds, and designated as Section 18-00158-13-WR.
BE IT FURTHER RESOLVED that this agreement, and any amendments required by IDOT, when executed in their final form, be submitted to IDOT for their approval and final processing.
