Joint resolution authorizing a contract with Landmark Contractors, Inc., Huntley, Illinois, in the amount of $5,890,058.81 for the intersection improvements of Hunt Club Road at Illinois Route 132, which will be improved under the Illinois Highway Code for a total of 0.69 miles, providing a supplemental appropriation of $1,608,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     The intersection of Hunt Club Road at Illinois Route 132 will be widened and resurfaced.

                     The improvement will include the installation of auxiliary turn lanes, pedestrian accommodations, concrete bus shelter pads, sidewalk improvements, and decorative landscaping within medians.

                     The County Board, at its meeting on February 12, 2019, approved an appropriation of $5,236,000 of ¼% Sales Tax for Transportation funds and $225,000 of Motor Fuel Tax funds for this improvement.

                     There was a public call for bids and a total of two bids were received, ranging from $5,890,058.81 to $6,117,293.54, and the lowest responsible bidder is Landmark Contractors, Inc., Huntley, Illinois, in the amount of $5,890,058.81.

                     This resolution authorizes execution of the contract and authorizes a supplemental appropriation of $1,608,000 of ¼% Sales Tax for Transportation funds.

                     This intersection improvement is included in the County’s highway improvement program with construction in 2019, and designated as Section 14-00095-17-CH.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the intersection improvements of Hunt Club Road at Illinois Route 132, which will be improved under the Illinois Highway Code for a total of 0.69 miles, and designated as Section 14-00095-17-CH; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on April 16, 2019, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bids being as follows:

 

Landmark Contractors, Inc.

Huntley, Illinois

$5,890,058.81

 

Alliance Contractors, Inc.

Woodstock, Illinois

$6,117,293.54

 

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Landmark Contractors, Inc., Huntley, Illinois, their bid being $5,890,058.81 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, at its meeting on February 12, 2019 authorized an appropriation of $5,236,000 of ¼% Sales Tax for Transportation funds and $225,000 of Motor Fuel Tax funds, and;

 

WHEREAS, a supplemental appropriation is required for this award.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Landmark Contractors, Inc., Huntley, Illinois, in accordance with their bid of $5,890,058.81 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the intersection improvements of Hunt Club Road at Illinois Route 132, which will be improved under the Illinois Highway Code for a total of 0.69 miles, and designated as Section 14-00095-17-CH.

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriations provided.

 

BE IT FURTHER RESOLVED that a supplemental appropriation of $1,608,000 of ¼% Sales Tax for Transportation funds is hereby authorized for construction of these intersection improvements.

 

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED, that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
