Joint resolution approving the Second Amendment to the 2015-2019 Consolidated Plan for United States Housing & Urban Development (HUD).

Staff Summary
* An amendment to the 2015-2019 Consolidated Plan for Housing & Community Development is required by (HUD) in order to keep five-year and one-year goals aligned for the plan period.
* For each activity in an Action Plan, HUD defines the performance metric that should be tracked. Unexpectedly, the 2019 Action Plan includes the performance metric of "Homeless Housing - Added" that will be added to the five-year plan via this amendment.
* In addition, this Second Amendment to the 2015-2019 Consolidated Plan recalibrates funding and accomplishment goals with action plan goals set since the First Amendment was approved by the Lake County Board on June 13, 2017.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of a Housing and Community Development Consolidated Plan every five years; and

WHEREAS, the Lake County Housing and Community Development Commission and the Cities of North Chicago and Waukegan held four Public Hearings between November 2014 and February 2015 in conjunction with the development of the 2015 - 2019 Housing and Community Development Consolidated Plan; and

WHEREAS, the Lake County Housing & Community Development Commission, at their regularly scheduled meeting on Wednesday February 11, 2015 recommended for approval by the Lake County Board the 2015 - 2019 Housing and Community Development Consolidated Plan describing the Needs, Goals, and Strategy Statements for federally funded CDBG, HOME, and ESG funds; and

WHEREAS, the Lake County Board approved the initial 2015 - 2019 Housing and Community Development Consolidated Plan on March 10, 2015; and

WHEREAS, the U.S. Department of Housing and Urban Development requested reporting changes requiring a first amendment to the 2015-2019 Housing and Community Development Consolidated Plan...
