Joint committee action ratifying Change Order Numbers One through Three for the Supervisory Control and Data Acquisition (SCADA) Phase II contract with Wunderlich-Malec Services, Inc., Minnetonka, Minnesota, resulting in a net cost reduction of $227,150 from $1,146,751 to $919,601.

 

Staff Summary

                     On January 27, 2015, a contract was issued to Wunderlich-Malec Services, Inc. for the construction and implementation of a SCADA system to communicate and collect data from remote Public Works sites to control centers at the water reclamation facilities.

                     Change Order Number One removed several sites from the project, converted some sites from radio transmission to cellular communication and removed construction of a 190-foot communication tower resulting in a decreased cost of $322,085.

                     Change Order Number Two added installation of a radio antenna at East Main Pump Station, converted additional radio sites to cellular communication and resolved data transfer problems at the Washington Street Storm Station resulting in an increased cost of $620.

                     Change Order Number Three addressed additional time and materials to resolve data transfer problems to the Mill Creek water reclamation facility and the purchase of additional SCADA tag software licenses resulting in an additional cost of $94,330.

                     In accordance with Article 8, Section 101(2) of the Lake County Purchasing Ordinance, these change orders were not reasonably foreseeable at the time the contract was signed.

                     This resolution authorizes and directs the County Purchasing Agent to execute a contract change order with Wunderlich-Malec Services, Inc., reducing the original contract value by $227,150, from $1,146,751 to $919,601.

R E S O L U T I O N

 

WHEREAS, Lake County owns, operates and maintains over 150 water and wastewater facilities throughout the County, which require differing levels of automated control and data acquisition; and

 

WHEREAS, the County has developed a master plan for Supervisory Control and Data Acquisition (SCADA) improvements that incorporates a multi-year, multi-phase project plan; and

 

WHEREAS, the Department of Public Works has developed and designed the SCADA Improvements Phase II Project that will install and implement SCADA improvements at approximately 40 facilities in the north region of the County; and

 

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the SCADA Improvements Phase II Project; and

 

WHEREAS, subsequent to said publication, invitations to bid were extended to 85 contractors; and

 

WHEREAS, one sealed bid was received and publicly opened in the office of the Public Works Department at 2:00 p.m. on Tuesday, October 21, 2014; and

 

WHEREAS, Wunderlich-Malec Services, Inc. is the lowest responsive and responsible bidder in the amount of $1,146,751.

 

WHEREAS, the construction of a 190-foot tower at the Des Plaines River Water Reclamation Facility was removed, certain radio sites were converted to cellular and the purchase of additional tags for the SCADA system were required; and

 

WHEREAS, three change order documents have been drafted for the proposed contract modifications; and

 

WHEREAS, the contract modifications will result in a net contract decrease.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to decrease the contract with Wunderlich-Malec Services, Inc. in the amount of $227,150 lowering the net contract amount from $1,146,751 to $919,601 for the SCADA Improvements Phase II Project and charging the costs thereof to Account No. 610-4887799-85010-000-000-000-48310.
