Title

Joint resolution authorizing a contract with MTG Management Consultants, LLC, Seattle, Washington, in the amount of $933,000, for professional consulting and project management services for the implementation of the Integrated Case Management System (ICMS).

 

Staff Summary

                     The Nineteenth Judicial Circuit Court, Circuit Court Clerk, State’s Attorney’s Office and the Public Defender have requested approval for the implementation of a comprehensive ICMS for the Lake County Justice Agencies.

                     A need for contract consulting and project management services to successfully implement has been identified.

                     The County issued a Request for Proposal (RFP) on behalf of the justice agencies and sealed proposals were received from six vendors.

                     An interdepartmental review team was assembled and interviews were held with three firms.

                     Based on the criteria set forth in the RFP, MTG was selected as the most favorable proposal for Lake County. 

                     The scope of work will include a dedicated project management resource to represent the justice agencies during the transition, implementation and post-implementation of the selected system.

                     MTG will report directly to the ICMS Project Executive Steering Committee, composed of representation from each justice agency, County Administrator’s Office and Enterprise Information Technology, and have overall responsibility for successful project completion.

                     The total contract is based on the monthly rate of $38,875 for an initial term of two years in the amount of $933,000 with the option to renew for an additional one year, subject to acceptable performance and appropriation of sufficient funds.

                     Funding is provided for the contract through the funds specifically allocated to Integrated Justice initiatives in the Corporate Capital Improvement funds.

RESOLUTION

 

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Project Management Services for Implementation of an Integrated Court Case Management System for the Lake County Justice Agencies; and

 

WHEREAS, subsequent to said publication, requests for proposals were extended to 48 vendors; and

 

WHEREAS, sealed proposals were received from six vendors and opened in the County Building, Waukegan, Illinois, on July 19, 2018 at 2:00 p.m.; and

 

WHEREAS, an evaluation committee made up representatives from the Information Technology Department, 19th Judicial Circuit Court, Circuit Court Clerk, State’s Attorney’s Office and Public Defender held interviews with the top three firms; and

 

WHEREAS, based on the criteria set forth in the Request for Proposal, MTG Management Consultants, LLC, Seattle, Washington, was selected as the most favorable proposal for Lake County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the Purchasing Agent is authorized to enter into a contract with MTG Management Consultants, LLC for a dedicated project management resource to represent the justice agencies during the transition, implementation and post-implementation of the selected system based on a monthly rate of $38,875 for an initial term of two years in the amount of $933,000 with the option to renew for an additional one year subject to acceptable performance and appropriation of sufficient funds; and

 

BE IT FURTHER RESOLVED, that a line item transfer is authorized from account number 101-1103160-84040 to 101-1103160-71150, moving the funds from integrated justice capital to professional services in the amount of $899,745
