Joint resolution authorizing the execution of an agreement with Howard R. (HR) Green, Inc., McHenry, Illinois, for Phase III construction engineering services for the widening and reconstruction of Hart Road at United States (US) Route 14, at a maximum cost of $777,425.28.

* Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq.
* The Lake County Division of Transportation's (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
* Phase III construction engineering services are required to utilize federal highway funds for the Hart Road at US Route 14 widening and reconstruction.
* LCDOT received and evaluated Statements of Qualification from seven professional firms, of which three where short-listed and presented to a consultant selection committee.
* The selected, and recommended, firm is HR Green, Inc. with a maximum cost of $777,425.28.
* This improvement is included in the Highway Improvement Plan, with construction starting in late 2019 or early 2020, and designated as Section 09-00174-05-CH.

R E S O L U T I O N
WHEREAS, Hart Road, County Highway 53, is a designated route on the County highway system; and
WHEREAS, the free flow of traffic at the intersection of Hart Road at US Route 14 is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if Hart Road at US Route 14 could be improved by widening and reconstruction, and designated as Section 09-00174-05-CH; and
WHEREAS, Phase III construction engineering services are required for the Hart Road at US Route 14 widening and reconstruction...
