Joint resolution authorizing an agreement with the State of Illinois, Illinois Department of Transportation (IDOT), to use federal highway funds for construction and construction engineering for improvements of Hart Road at United States (US) Route 14 and appropriating $3,710,000 of 1/4% Sales Tax for Transportation funds.
Staff Summary
* The intersection of Hart Road at US Route 14 will be reconstructed and widened.
* The improvement will provide additional lanes at the intersection, include multi-use path and sidewalk facilities, add new traffic signals, and add new railroad signals and gates.
* The County has been allocated federal funds for this improvement, which are administered by IDOT.
* This agreement provides that IDOT will pay up to 80 percent of the construction cost, and the County will be eligible to receive up to 80 percent reimbursement for the construction engineering cost if additional funding is available.
* The total construction cost, including construction engineering, is estimated to be $9,120,000.
* This improvement is included in the Highway Improvement Program, with construction planned to begin in late 2019 or early 2020, and designated as Section 09-00174-05-CH.

R E S O L U T I O N
WHEREAS, Hart Road, County Highway 53, is a designated route on the County highway system; and
WHEREAS, the free flow of traffic at Hart Road at US Route 14 is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the traveling public if Hart Road at US Route 14 could be improved by widening and reconstruction, inclusive of non-motorized improvements, and designated as Section 09-00174-05-CH; and
WHEREAS, construction engineering is required to utilize federal highway funds for this improvement; and
