Joint resolution accepting the Administrator Role for Federal Emergency Management Agency (FEMA) grant- Emergency Food and Shelter Program.

Staff Summary
* The FEMA offers emergency food and shelter grants on a regular basis unrelated to emergency events. This Emergency Food and Shelter Program (EFSP) currently benefits Lake County homeless services providers such as Catholic Charities and PADS.
* The United Way of Lake County has been administering EFSP for several years, but has had discussions with Lake County Community Development (Community Development) regarding the synergies to be gained and the economies of scale from potentially shifting EFSP program administration into the County's annual community development funding process.
* Community Development has been asked to administer EFSP on behalf of agencies for potential maximum reimbursement of $7,000.
* This arrangement has been reviewed by the State's Attorney's office and represents little risk, namely because FEMA sends grant dollars directly to each recipient agency.
* Upon Lake County Board authorization, Community Development will assume the EFSP administrator role.

RESOLUTION

WHEREAS, the Lake County Board advocates for the most efficient and effective use of federal grant dollars invested in Lake County and its people; and

WHEREAS, the Federal Emergency Management Agency (FEMA) provides non-emergency social service grants in Lake County through its Emergency Food and Shelter Program (EFSP); and

WHEREAS, the United Way of Lake County, in cooperation with the FEMA-required local EFSP Board, has served as the local administrator of EFSP funds since 1983; and

WHEREAS, Lake County and United Way of Lake County staff jointly recommend transfer of EFSP administrative role to Lake County Community Development due to its synergistic funding role in the Lake County homeless services system.
