Resolution establishing an Ad Hoc Drainage District Consolidation Committee of the County Board to provide recommendations regarding potential consolidation of drainage districts whose work may be more efficiently accomplished through consolidation with another existing government.

Staff Summary
* In order to provide input to the County Board on options to consolidate drainage districts, the County Board Chair seeks to create an Ad Hoc Drainage District Consolidation Committee (Committee).
* The Committee would be responsible for researching and reviewing each district's boundaries, work program, financial status, and intergovernmental working relationships with overlapping municipalities, the County, and the Lake County Stormwater Management Commission.
* The resulting recommended actions are to be routed through the Public Works, Planning, and Transportation Committee and the Financial and Administrative Committee for input and recommended approval before consideration by the full County Board.
* It is anticipated that the Committee would meet no less than once a quarter, or as otherwise needed.
* The Committee, which would be in place immediately upon creation and dissolve on November 30, 2020, would be comprised of the following members: Chair Adam Didech, Vice-Chair Steve Carlson and Members Judy Martini, Jessica Vealitzek, and John Wasik.

RESOLUTION

WHEREAS, the County Board Chair, in consultation with County Board members, has identified the need for the creation of an Ad Hoc Drainage District Consolidation Committee to research and provide options for consolidation of drainage districts; and

WHEREAS, the Ad Hoc Drainage District Consolidation Committee shall be responsible for researching and reviewing each drainage district's boundaries, work program, financial status, and intergovernmental working relationships with overlapping municipalities, the County, and the Lake County Stormwater Management Commission; and
