Joint resolution approving the sole source procurement with JWC Environmental in the amount of $87,503.14 for repairs to the grinder pump at the Northeast Central (NEC) pump station and securing a new unit for the Des Plaines River Water Reclamation Facility (WRF).

* Public Works owns and operates the County's Des Plaines River WRF and the NEC Pumping Station.
* Collectively there are five Grinder pump at various Public Works facilities and JWC Environmental is the sole manufacturer.
* The grinder pumps are used on a daily basis for the grinding/breaking down of large objects that enters the treatment facility.
* The removal of the large objects from the waste stream is critical because this prevents damage to the pumps in operation. In addition, the life of the pump is extended, and this process helps to treat wastewater.

R E S O L U T I O N
WHEREAS, Lake County owns and operates the Des Plaines River wastewater reclamation facility (WRF) and the NEC pumping station where grinder pumps are used for the grinding/breaking down of large objects. The removal of the large objects from the waste stream is critical because it prevents damage to the pumps in operation, and
WHEREAS, there is a need for a new grinder pump at the Des Plaines WRF and the rehabilitation of an existing grinder pump at the NEC pumping station; and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent approved bid exemption on the basis that there is only source for the required good; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a contract for the purchase of one grinder pump brand name Muffin Monster and the rehabilitation of an existing Muffin Monster in the amount of $87,503.14 with JWC Environmental, Santa Ana, California.
