Resolution authorizing emergency appropriations for Fiscal Year (FY) 2019 in various funds for certain projects, items, and activities budgeted in the prior year and not completed.
Staff Summary
• Since all unused appropriations lapse at the end of each FY, it is necessary to “carry over” unspent budget authority from one FY to the next under certain conditions as defined in the County's Budget Policies.
• These carryover requests include grants whose grant period continues into the next FY; contracts which was unable to be completed in FY 2018; uncompleted capital projects; and goods that were ordered in FY 2018 with a reasonable expectation of receipt, but which were not received prior to the end of FY 2018.
• These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY 2018 to FY 2019.
• This is the third of three sets of carry overs that will come before the County Board as part of the normal year end close-out process.

RESOLUTION
WHEREAS, as part of the budget preparation for fiscal year (FY) 2019 and as part of the year end activities for FY 2018, certain projects, items and activities have been identified in the FY 2018 budget that, for a variety of reasons, were not completed by the end of the fiscal year; and
WHEREAS, it is necessary to reauthorize the associate budgets for the projects, items and activities in the FY 2019 budget, which will be funded from the unobligated fund balances from the prior year.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that emergency appropriations for FY 2019 in various funds for certain projects, items and activities which were budgeted in the prior year and will not be completed are hereby authorized as detailed in the attached listing, which is hereby made a part of this resolution.
