Joint resolution authorizing an agreement with Engineering Resource Associates, Warrenville, Illinois, at a cost of $224,995.20, for Phase I and II design engineering services to replace an existing triple cell culvert with a single span bridge structure on Hart Road at Flint Creek, appropriating $270,000 of County Bridge Tax funds.

 

Staff Summary

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     Public notices were published on October 31 and November 7, 2018, and 20 firms submitted Statements of Interest and Statements of Qualifications. Three firms were shortlisted and interviewed on December 19, 2018.

                     As a result of the interviews, the selected, and recommended, firm is Engineering Resource Associates, Warrenville, Illinois, at a maximum cost of $224,995.20.

                     This improvement is included in the Highway Improvement Program with a 2023 target letting date.                     

 

Body

R E S O L U T I O N

 

WHEREAS, Hart Road, County Highway 80, is a designated route on the County Highway System; and

  

WHEREAS, an existing three cell culvert on Hart Road at Flint Creek will be replaced by a single span bridge structure; and

 

WHEREAS, it is advisable that a professional engineering services firm be employed to provide Phase I and Phase II design engineering services; and

 

WHEREAS, Lake County has selected a professional engineering services firm, Engineering Resource Associates, Warrenville, Illinois, in accordance with the Local Government Professional Services Selection Act, for said engineering services. 

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Engineering Resource Associates, Warrenville, Illinois, be employed to provide professional engineering services to replace an existing triple cell culvert with a single span bridge structure on Hart Road at Flint Creek, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract, and any subsequent amendments, a draft of which is attached hereto, for the provision of said professional engineering services between Lake County and Engineering Resource Associates, Warrenville, Illinois, at a cost of $224,995.20.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $270,000 of County Bridge Tax funds for these engineering services, and designated as Section 18-00174-06-BR.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
