Joint resolution authorizing an agreement with BLA Incorporated, Itasca, Illinois, for Phase III construction engineering services for improvements at the intersection of Hunt Club Road, at Illinois Route 132, at a maximum cost of $465,512.10, appropriating $560,000 of ¼% Sales Tax for Transportation funds, and designated as Section 14-00095-17-CH.

 

Staff Summary

                     Hunt Club Road, at Illinois Route 132, needs will be widened and resurfaced.

                     The improvements include the installation of turn lanes and non-motorized accommodations.

                     A consultant will be utilized to undertake Phase III construction engineering services.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     Public notices were published on July 25 and August 1, 2018, and 13 firms submitted Statements of Interest and Statements of Qualifications.  Three firms were shortlisted and interviewed on October 2, 2018.

                     As a result of the interviews, the selected, and recommended, firm is BLA Incorporated, Itasca, Illinois, at a maximum cost of $465,512.10.

                     This intersection improvement is included in the County’s Highway Improvement Program with construction planned to begin in 2019.                     

 

Body

R E S O L U T I O N

 

WHEREAS, Hunt Club Road, County Highway 29, is a designated route on the County highway system; and

 

WHEREAS, to ensure the free flow of traffic and the safety and welfare of the motoring public, Lake County is desirous of improving Hunt Club Road, at Illinois Route 132, by widening and resurfacing; and

 

WHEREAS, Phase III construction engineering services are required for the widening and resurfacing of Hunt Club Road, at Illinois Route 132; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide these Phase III construction engineering services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and  

 

WHEREAS, BLA Incorporated, Itasca, Illinois, are consulting engineers skilled in the provision of these Phase III construction engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that BLA Incorporated, Itasca, Illinois, be employed to provide these Phase III construction engineering services for the improvements to the intersection of Hunt Club Road, at Illinois Route 132, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement, and any amendments, for Phase III construction engineering services between Lake County and BLA Incorporated, Itasca, Illinois, a draft copy attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $560,000 of ¼% Sales Tax for Transportation funds for these Phase III engineering services, and designated as Section 14-00095-17-CH.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
