Staff Summary
• SMC has been awarded a Section 319 Grant from the IEPA to update the 2008 North Branch Chicago River Watershed-Based Plan.
• SMC developed the original plan in 2008 and this 10-year update maintains consistency with Illinois EPA and Clean Water Act guidelines.
• The scope developed for this grant request utilizes $69,670 in lEPA funding and $85,400 of contributions provided by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) and the North Branch Chicago River Watershed Workgroup (NBWW).
• The only related expense that was not accounted for in the Fiscal Year 2019 budget was intern staffing in the amount of $16,793. The offsetting revenue and the other expenses related to the Plan update were already included in the adopted Fiscal Year 2019 budget.

RESOLUTION
WHEREAS, the SMC has received a grant to update the plan for the North Branch Chicago River watershed; and
WHEREAS, the SMC has entered into Agreement #3191812 with the IEPA for a total project cost of $155,070, which includes project partner match, reimbursement of SMC project management and personnel expenses, and IEPA project grant funds, a portion of which is covered by this Emergency Appropriation in the amount of $16,793; and
WHEREAS, the local project partners and SMC will provide match for the grant; and
WHEREAS, the Fiscal Year (FY) 2019 Budget does not include the full amount necessary for the services provided in FY 2019; and
WHEREAS, an emergency appropriation in an amount of $16,793 is necessary for FY 2019 to provide for payment of intern services and FICA expense to support them.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that an emergency appropriation is hereby authorized in the following accounts: 212-4201010-51200 ($15,600) and 212-4201010-74100 ($1,193) FICA.
