Joint resolution authorizing the execution of an agreement with the Village of Lake Bluff (Village) stating the terms and conditions for the replacement of a bridge on the Robert McClory Bike Path over Illinois Route 176, appropriating $100,000 of County Bridge Tax funds, and designated as Section 19-00173-16-BR.

 

Staff Summary

                     The Village and the County are supportive of non-motorized travel options for their residents.

                     The Village and the County are desirous to enter into an agreement regarding cost sharing of the replacement of the bridge on the Robert McClory Bike Path over Illinois Route 176.

                     The Village approved the agreement at their January 28, 2019 board meeting.

                     The Village will be the lead on the project and will own and maintain the bike path bridge.

                     The Village has secured an Illinois Department of Natural Resources bike path grant to cover up to $87,600 of the $290,000 total project cost. 

                     The County will reimburse the Village for the County’s share of this project, estimated at a maximum of $100,000.

                     This improvement is included in the Highway Improvement Program.

R E S O L U T I O N

 

WHEREAS, the Robert McClory Bike Path, US Bike Route 37, is a regional bike path within Lake County that generally runs north and south from the Wisconsin state line to the Lake-Cook County border; and

 

WHEREAS, the County has jurisdiction and maintenance responsibility for said bike path from the Wisconsin state line south to the City of North Chicago and Village of Lake Bluff municipal boundary; and

 

WHEREAS, the Village has jurisdiction and maintenance responsibility for said bike path within the municipal corporate limits of the Village; and

 

WHEREAS, within the Village path segment there exists a six foot wide bridge that carries the bike path over Illinois Route 176, which the Village is planning to replace; and

 

WHEREAS, the Village and the County are supportive of non-motorized travel options for their residents; and

 

WHEREAS, Lake County and the Village are desirous of entering into an agreement stating the terms and conditions for the construction of the new Robert McClory Bike Path bridge over Illinois Route 176, a draft copy attached hereto; and

 

WHEREAS, the Village will be the lead on the project, and will own and maintain said bike path bridge; and

 

WHEREAS, the Village has secured an Illinois Department of Natural Resources bike path grant to cover up to $87,600 of the $290,000 total project cost; and

 

WHEREAS, the County will reimburse the Village for the County’s share of this project, estimated at a maximum of $100,000; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, be authorized, and they are hereby directed to execute an agreement, and any subsequent amendments thereto, with the Village of Lake Bluff, stating the terms and conditions for the construction of the new Robert McClory Bike Path bridge over Illinois Route 176 .

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED, that $100,000 of County Bridge Tax funds are hereby appropriated for the County’s share of this improvement, and designated as Section 19-00173-16-BR.
