Title

Joint resolution authorizing an agreement with the Village of Gurnee (Village) for intersection improvements of Hunt Club Road, at Illinois Route 132, and designated as Section 14-00095-17-CH.

 

Staff Summary

                     The intersection of Hunt Club Road, at Illinois Route 132, will be widened and resurfaced.

                     The improvements will include the installation of auxiliary turn lanes, non-motorized improvements, and decorative landscaping within medians.

                     The Village owns street lighting within the project limits, requiring relocation.

                     The Village owns red-light running camera equipment within the project limits, requiring removal. 

                     The Village desires construction of sidewalk and pedestrian traffic signals within the project limits.

                     The Village will own and maintain the decorative landscaping constructed in two medians.

                     The Village will reimburse Lake County for the engineering and construction costs associated with this work, estimated to be $370,000.

R E S O L U T I O N

 

WHEREAS, Hunt Club Road, County Highway 29, is a designated route on the County highway system; and

 

WHEREAS, to ensure the free flow of traffic and the safety and welfare of the motoring public, Lake County is desirous of improving Hunt Club Road, at Illinois Route 132, by widening and resurfacing; and

 

WHEREAS, the Village owns street lighting within the project limits, requiring relocation; and

 

WHEREAS, the Village owns red-light running camera equipment within the project limits, requiring removal; and

 

WHEREAS, the Village desires that the County include, as part of the improvement, the construction of sidewalk and pedestrian traffic signals; and

 

WHEREAS, Lake County will modify two existing barrier medians along Hunt Club Road, between Illinois Route 132 and Dada Drive; and 

 

WHEREAS, Lake County agrees to install decorative landscaping with no reimbursement by the Village as part of the County’s LakeScape roadside enhancement program; and

 

WHEREAS, the Village is desirous to provide routine maintenance to the decorative landscaping with no reimbursement by Lake County; and

 

WHEREAS, Lake County and the Village are desirous of entering into an agreement stating the terms and conditions for the relocation of street lighting, removal of red-light running equipment, construction of a sidewalk and pedestrian traffic signals, as well as the installation of decorative landscaping, a draft copy of which is attached hereto.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement and any subsequent amendments, between Lake County and the Village of Gurnee for the relocation of street lighting, removal of red-light running equipment, construction of a sidewalk and pedestrian traffic signals as well as the installation of decorative landscaping along Hunt Club Road, at Illinois Route 132, and designated as Section 14-00095-17-CH.

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the County Board Chair and the County Clerk.
