                     Illinois State Law (PA 99-0900) requires the Lake County Board to pass a resolution within 90 days of an election declaring the eligibility of Board Members to participate in the IMRF.

                     In order to be eligible for IMRF participation, a county board member must have been continuously active in IMRF prior to January 17, 2017, work more than 1,000 hours per year, and maintain and submit time sheets documenting that statutory duties as a board member are met.

                     Currently, county board members are eligible to participate in IMRF.  Board members continuously active prior to January 17, 2017 who have previously declined participation in IMRF are not eligible to participate in IMRF.

                     This resolution enables currently eligible and participating in IMRF to continue such participation.

RESOLUTION

 

WHEREAS, Lake County is a participant in the Illinois Municipal Retirement Fund; and

 

WHEREAS, Lake County Board Members that are were enrolled as of January 17, 2017 and are currently enrolled in IMRF may continue to participate in the Illinois Municipal Retirement Fund;

 

WHEREAS, Lake County Board Members undertake a significant amount of work in fulfilling their statutory duties as board members which meets, at a minimum, 1,000 hours; and

 

WHEREAS, this work includes sitting on committees and engaging in committee business; working with over 30 County departments to oversee and provide direction on county projects and initiatives; leading and staffing task forces, regional coalitions and special committees; collaborating with neighboring agencies, counterparts, and civic organizations on various county issues, and meeting with constituents and constituent groups to address important issues that impact the residents of Lake County; and

 

WHEREAS, this governing body can determine what the normal annual hourly requirements of its elected officials are and should make such determination for the guidance and direction of the Board of Trustees of the Illinois Municipal Retirement Fund.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Board certifies that persons in the position of elected Member of the County Board who are currently enrolled in IMRF are expected to work at least 1,000 hours annually, and that the position of Lake County Board Member qualifies for membership in the Illinois Municipal Retirement Resolution approving participation by County Board Members in the Illinois Municipal Retirement Fund. und, pursuant to Public Act 99-0900, effective January 17th, 2017.

 

BE IT RESOLVED, that the County Clerk is hereby authorized to distribute a certified copy of this Resolution to all County Board Members, the Director of Human Resources, and the County Administrator.
