Resolution to enter into a contract with Aramark Corporation, Philadelphia, Pennsylvania (Aramark) for cafe and coffee kiosk services for Lake County (County) in the amount of $48,921.60 for a two-year period, plus renewals.
Staff Summary
* The County has been operating a caf? and coffee kiosk on the first floor of the Administrative Tower in Waukegan for over fifteen years to provide food service options for employees and visiting members of the public.
* The current vendor for the cafe and coffee kiosk services has struggled to sustain operations in its current state and has provided notice of its intention to terminate services on November 30, 2018.
* To identify a potential long-term solution, the County issued a Request for Proposal (RFP) for Inmate Food and County Caf?.
* The RFP was distributed to 85 vendors, of which 35 opened the document, ten downloaded the document and three responses were received. One response was unresponsive and the remaining two provided proposals that included a request to provide a subsidy for the caf? and coffee kiosk.
* The contract provides for an annual subsidy for the cafe and coffee kiosk in the amount of $48,921.60.

R E S O L U T I O N
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Inmate Food Services and County Caf?; and
WHEREAS, subsequent to said publication, request for proposals were extended to 10 vendors; and
WHEREAS, sealed proposals were received from three vendors, one of which was deemed unresponsive, and opened in the County Building, Waukegan, Illinois, on August 23, 2018 at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals, an Evaluation Committee selected the proposal submitted by Aramark Corporation for the County caf? and coffee kiosk to be in the best interest of Lake County.
