Staff Summary
• Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq.
• The Lake County Division of Transportation Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• Phase III construction engineering services are required to utilize federal highway funds for the reconstruction of 14th Street, from Illinois Route 131/Green Bay Road to Sheridan Road.
• Public notices were published on July 25 and August 1, 2018, and 17 firms submitted Statements of Interest/Qualifications and three short-listed firms were interviewed on September 13, 2018.
• Because of the interviews, the selected, and recommended, firm is STV Incorporated, Chicago, Illinois, at a maximum cost of $1,439,434.80.
• This improvement will include reconstruction to three lanes with a shared center turn lane, new bike path and sidewalk, street lighting, drainage improvements, and installation of a roundabout at 14th Street and Dugdale which will replace the existing four-way stop.
• This improvement is included in the Highway Improvement Plan and planned for construction to begin in 2019.

R E S O L U T I O N
WHEREAS, upon completion of construction and the jurisdictional transfer, 14th Street, County Highway 78, will be a designated route on the County highway system; and
WHEREAS, the free flow of traffic at 14th Street is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if 14th Street, from Illinois Route 131/Green Bay Road to Sheridan Road, could be reconstructed and improved; and
WHEREAS, Phase III construction engineering services are required for the 14th Street reconstruction; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase III construction engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, STV Incorporated, Chicago, Illinois, are consulting engineers skilled in the provision of said Phase III construction engineering services.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that STV Incorporated, Chicago, Illinois, be employed to provide said Phase III construction engineering services at a maximum amount of $1,439,434.80 for the reconstruction of 14th Street, from Illinois Route 131/Green Bay Road to Sheridan Road, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement, and any amendments required by IDOT, for consultant engineering services between Lake County and STV Incorporated, Chicago, Illinois, a draft copy attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that this agreement, and any amendments required by IDOT, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Lake County Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
