Staff Summary
* Stormwater Management Commission (SMC) worked with numerous watershed stakeholders to develop the watershed-based plan for the Des Plaines River Watershed; including 39 municipalities, 15 townships, Lake County, and the Des Plaines River Watershed Workgroup.
* SMC held a 30-day public review period for the draft watershed-based plan report that included a public hearing (April 27, 2018 in Waukegan) and a public information meeting (April 12, 2018 in Libertyville).
* SMC adopted the Des Plaines River Watershed-Based Plan as an Amendment to the Lake County Comprehensive Stormwater Management Plan on October 4, 2018.

ORDINANCE

WHEREAS, the County Board of Lake County in enabling the SMC statutory authority has an adopted Lake County Comprehensive Stormwater Management Plan, and said plan recommends the development of comprehensive watershed management plans for each of Lake County's 26 sub-watersheds; and

WHEREAS, the Lake County Stormwater Management Commission has been working to revise and update the comprehensive watershed plan to include the Des Plaines River Watershed-Based Plan hereinafter referred to as "Watershed-Based Plan"; and

WHEREAS, the purpose of the Watershed-Based Plan is to improve degraded conditions in the Des Plaines River watershed by improving water quality, reducing flood damage, and protecting and enhancing natural resources through implementing best management practices and programs and providing resources and information for watershed communities to integrate multi-objective watershed management in their decision-making activities; and
