Staff Summary

                     St. Mary’s Road, from Illinois Route 60 to Everett Road, and Everett Road, from St. Mary’s Road east to the Lake Forest corporate limits, needs resurfacing.

                     This resurfacing improvement has been identified within the County’s pavement management system and is included in the highway improvement program.

                     In addition to the resurfacing work, this 3R improvement will include wider shoulder widths, flatter slopes, improved drainage, and installation of bike-friendly shoulders.

                     Requested improvements by the Lake County Forest Preserve District are the installation of two box culverts and a pedestrian and bike path along the south side of Everett Road. 

                     A total of two bids were received, ranging from $3,547,185.68 to $3,924,443.57, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, with a contract amount of $3,547,185.68.

R E S O L U T I O N

 

WHEREAS, St Mary’s Road, County Highway 41, is a designated route on the County highway system, and

 

WHEREAS, Everett Road, County Highway 51, is a designated route on the County highway system, and

 

WHEREAS, St Mary’s Road, from Illinois Route 60 to Everett Road, and Everett Road, from St. Mary’s Road east to the Lake Forest corporate limits, will be improved by resurfacing, restoration, and rehabilitation (3R); and

 

WHEREAS, the Lake County Forest Preserve District has requested the installation of two box culverts and a pedestrian and bike path along the south side of Everett Road; and

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the 3R improvement of St. Mary’s Road, from Illinois Route 60 to Everett Road, and Everett Road, from St. Mary’s Road east to the Lake Forest corporate limits, which will be improved under the Illinois Highway Code for a total of 3.01 miles; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on October 23, 2018, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, their bid being $3,547,185.68 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Peter Baker and Son Company, Lake Bluff, Illinois, in accordance with their bid of $3,547,185.68 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the 3R improvement of St. Mary’s Road, from Illinois Route 60 to Everett Road, and Everett Road, from St. Mary’s Road east to the Lake Forest corporate limits, which will be improved under the Illinois Highway Code for a total of 3.01 miles, and designated as Section 15-00117-03-RS.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriations provided.

 

BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $3,300,000 of Matching Tax funds, $1,200,000 of County Bridge Tax funds and $50,000 of Motor Fuel Tax funds.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
