Staff Summary

•                     The County provides retail sanitary sewer service to portions of the Village of Kildeer.

•                     The property, located on the southeast corner of Cuba Road and Illinois Route 12 in the Village of Kildeer, is intended to be developed for a Northwest Community Hospital medical building, but is not currently included within the boundaries of the current service area.

•                     The Village has requested to extend the sanitary sewer service area to include the property.  The County has reviewed the downstream systems and determined the new flow from this project can be accommodated.

•                     The County is only obligated to accept sewage from the Northwest Community Hospital medical building which is limited to an estimated population equivalent (P.E) of 70.

•                     The first amendment to the agreement was approved by the Kildeer Village Board on October 16, 2018.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns and operates a regional sanitary sewer system which serves the Village of Kildeer (Village) area; and

WHEREAS, the County of Lake (County) and the Village of Kildeer (Village) have entered into an Agreement for Sewage Disposal dated October 14, 2014, and

WHEREAS, the Village desires to expand the Village of Kildeer Sewer Service Area for purposes of providing sewer service to the Northwest Community Hospital medical building (“Medical Building”), but the property is not currently included within the boundaries of the Kildeer Retail Service Area; and

WHEREAS, the County's system has sufficient capacity to provide service to the area as requested by the Village; and

WHEREAS, execution of a First Amendment to the Agreement for Sewer Service the “First Amendment”) must be authorized by Resolution of the County Board.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the County Board and the Clerk of said County be and they are hereby authorized and directed to execute the attached First Amendment to the Agreement for Sewage Disposal with the Village of Kildeer in substantially the form substantially herein.
