Joint resolution amending the Lake County Health Department Animal Care and Control Fees Schedule (as authorized in Lake County Code of Ordinances Chapter 178).
Staff Summary
• The fees for a distemper vaccination, which is recommended and is frequently provided along with the rabies vaccination, is proposed to be added. The revision to the fee schedule codifies the $10 fee, and language added specifies that the distemper vaccination is only provided at the owner’s request (i.e., is not mandatory).
• The fee for relinquishing an adoptable dog or cat, and the fee for relinquishing an unadoptable cat are proposed to be increased to $50. This increase is proposed to compensate for a recent increase to $50 of the fee that Lake County Health Department (LCHD) pays to Orphans of the Storm for taking dogs or cats to make them available for adoption.
• In the two sections that pertain to trapping wildlife and domestic animals, language from the Program Administrative Procedures and Policies is proposed to be added to clarify the terms under which LCHD staff will trap wildlife, and under which LCHD will issue traps to the public.

RESOLUTION
WHEREAS, the Lake County Health Department is authorized to enforce a local ordinance regulating the care and control of animals, and the control of the spread of rabies to protect the public’s health; and
WHEREAS, the Lake County Board incorporated the Lake County Animal Care and Control Ordinance into the Lake County Code of Ordinances at Chapter 172 on January 15, 2013; and
WHEREAS, Chapter 172 of the Lake County Code of Ordinances also authorizes the Lake County Health Department to assess and collect fees for services described in this ordinance; and
WHEREAS, Chapter 178 of the Lake County Code of Ordinances codifies the establishment and amendment of a schedule of fees and charges for services provided by the Lake County Health Department under Title XVII of the Lake County Code of Ordinances; and
WHEREAS, the fees for Animal Care and Control services are contained in the Animal Care and Control Fees Schedule; and
WHEREAS, the Lake County Health Department has proposed amendments to the Animal Care and Control Fees Schedule that clarify language regarding the provision of services, and pertain to the assessment of fees for services related to care and control of animals; and
WHEREAS, the Lake County Board of Health has approved the proposed amendments to the Animal Care and Control Fees Schedule on October 24, 2018; and
WHEREAS, the Lake County Board of Health has recommended that the proposed amendments to the Animal Care and Control Fees Schedule be referred to the County Board for approval; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the amendments to the Animal Care and Control Fees Schedule herewith be approved and made a matter of Lake County law.
BE IT FURTHER RESOLVED, that the Lake County Clerk is hereby authorized to distribute certified copies of the amended Ordinance to the County Administrator, Comptroller, and the Executive Director of the Lake County Health Department.
