Joint resolution approving supplemental 2018 Video Gaming Revenue (VGR) grant funding recommendation in the amount of $80,000.

Staff Summary

•                     In 2017, the County received letters of intent for VGR funds totaling $1,013,500 including a request by United Way of Lake County (UWLC) to support a new countywide 211 service - a widely utilized tool to aid in health and human service delivery.

•                     In April 2018, the Lake County Board awarded $554,230 in fiscal year 2018 funds to a variety of behavioral health service providers and reserved $80,000 for potential future requests. UWLC’s 211 application was not awarded funding at that time, given the need to demonstrate ongoing financial sustainability.  It was anticipated that once a successful business and budget planning exercise was completed with County input, UWLC would reinitiate its request for funding.

•                     At this time, UWLC has completed an implementation report and long-term budget plan demonstrating ongoing financial sustainability and has requested reconsideration of its funding request. The Housing and Community Development Commission (HCDC) on September 12, 2018, voted to recommend the allocation by the Lake County Board of $80,000 in unallocated fiscal year 2018 VGR grant funds to UWLC for costs of ServicePoint related to United Way Lake County 211.

RESOLUTION

WHEREAS, the Illinois Video Gaming Act (230 ILCS 40) establishes a 30 percent tax on gross terminal revenue, of which one-sixth is distributed to the governing body where the revenue was generated; and

WHEREAS, on August 13, 2013, the Lake County Board adopted the Lake County Video Gaming Ordinance, thereby permitting lawful video gaming within unincorporated areas of Lake County; and

WHEREAS, on September 13, 2016, the Lake County Board adopted the Video Gaming Revenue Policy to standardize the reinvestment of video gaming revenue in services to help residents who suffer from gambling addiction and other forms of substance abuse which is a prevalent behavioral health issue.

WHEREAS, under this policy, Lake County Community Development administers and manages the awarded monies from the Video Gaming Revenue (VGR) Management Center consistent with the already-established process used for Community Development Block Grants and Emergency Solutions Grants.

WHEREAS, on March 14, 2018, the Lake County Housing and Community Development Commission (HCDC) reviewed recommendations by its Public Services Advisory and Recommendation Committee (ARC) and recommended reinvestment of $554,230 in Video Gaming Revenue into gambling addiction and capacity-building grants to behavioral health service agencies.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the $80,000 in unallocated Video Gaming Revenue FY2018 grant funds be allocated for ServicePoint costs paid by Lake County to ServicePoint’s vendor, WellSky (formerly Bowman/Mediware) on behalf of United Way of Lake County 211.
