Title

Proposed revisions to the Lake County Health Department Swimming Facility Program Administrative Procedures and Policies - Kritz

Body

Lake County Code of Ordinances Chapter 174 authorizes and directs the Health Officer to develop procedures, practices, and policies to interpret and enforce the rules and regulations establishing minimum standards for the regulation of public swimming facilities. These procedures and policies were adopted by the Board of Health on March 20, 2013 in conjunction with the adoption of Chapter 174.  The procedures and policies provide context and interpretation of the requirements in Chapter 174 by providing direction to staff on how to conduct activities of the program and assure consistency and continuity in program procedures and policies.

Revisions are proposed to the Swimming Facility Program Administrative Procedures and Policies to include:

Adjustments to terminology to conform with the 2015 codification of all Lake County ordinances.

o                     The Swimming Facility ordinance was originally adopted as Article XIX but was changed to Chapter 174 when it was codified by the County.

Addition of a section on Office Compliance Hearings to address circumstances where a swimming facility operator repeatedly or seriously fails to comply with regulatory requirements.

o                     The language was adapted from similar provisions in other Environmental Health Program Administrative Procedures and Policies.

These proposed revisions were reviewed and approved by the Environmental Health Advisory Committee at their August 20, 2018 meeting.

Suggested Motion

To approve the revisions to Lake County Health Department Swimming Facility Program Administrative Procedures and Policies.
