• Wadsworth Road, at the intersections of Dilleys Road, US Route 41, and Kilbourne Road needs to be improved.
• The County Board, at its meeting of January 14, 2014, approved an appropriation of $1,770,000 of ¼% Sales Tax for Transportation funds and a consultant agreement with Christopher B. Burke Engineering Ltd., Rosemont, Illinois, at a cost of $1,472,132.74.
• Change Order Number One is needed for additional Phase I engineering services to investigate additional alternatives, increased survey limits and drainage studies, expanded public involvement and for additional environmental studies at the request of the Illinois Department of Transportation (IDOT) and that were not part of the original scope of work.
• Change Order Number One also includes preliminary Phase II design engineering services needed for interim safety improvements along Wadsworth Road at the US Route 41 intersection, to be completed in advance of the ultimate intersection improvement.

R E S O L U T I O N
WHEREAS, Wadsworth Road, County Highway 17, is a designated route on the County highway system; and
WHEREAS, Wadsworth Road, at the intersections of Dilleys Road, US Route 41, and Kilbourne Road needs to be improved; and
WHEREAS, the County Board, at its meeting of January 14, 2014, approved $1,770,000, of ¼% Sales Tax for Transportation funds for Phase I engineering services for the intersection improvements of Wadsworth Road at Dilleys Road, US Route 41 and Kilbourne Road; and
WHEREAS, this project is currently under contract with Christopher B. Burke Engineering Ltd., Rosemont, Illinois, in the amount of $1,472,132.74; and
WHEREAS, Change Order Number One, in the amount of $512,004.95, includes Phase I engineering services needed for the investigation of additional alternatives, increased survey limits and drainage studies, expanded public involvement and additional studies requested by IDOT that were not part of the original scope of work; and
WHEREAS, during the Phase I engineering study, it was determined that improvements along Wadsworth Road at the intersection of US Route 41 are needed and would be beneficial to complete in advance of the ultimate intersection improvement; and
WHEREAS, Change Order Number One also includes preliminary Phase II design engineering services for interim safety improvements prior to the completion of the full Phase II design and construction of the ultimate intersection improvement; and
WHEREAS, a supplemental appropriation of funds is necessary for the additional scope of engineering services; and
WHEREAS, the Lake County Purchasing Ordinance requires the Public Works and Transportation Committee and the Finance and Administrative Committee approve change orders with cumulative totals above 10% of the original contract; and
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a supplemental appropriation of $260,000 of ¼% Sales Tax for Transportation funds for engineering services for the intersection improvements of Wadsworth Road at Dilleys Road, US Route 41, and Kilbourne Road, approving Change Order Number One in the amount of $512,004.95 and designated as Section 13-00999-47-ES.
BE IT FURTHER RESOLVED that this resolution being presented to the Lake County Board for approval, the Public Works and Transportation Committee, and Finance and Administrative Committee hereby have approved Change Order Number One.
