Joint resolution authorizing an agreement with Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, for Phase II design engineering services for the Grass Lake Road, Deep Lake Road to US Route 45, and Millburn Road, US Route 45 to Hunt Club Road, resurfacing and sidewalk improvement at a maximum cost of $169,330, appropriating $205,000 of Matching Tax funds, and designated as Section 18-00999-54-RS.
Staff Summary
• Grass Lake Road and Millburn Road will be resurfaced with the addition of bike friendly shoulders.
• A sidewalk will be added on the north side of Grass Lake Road filling in two gap areas between Deep Lake Road and Savage Road, and between Savage Road and the Millennium Trail.
• A consulting engineering firm will be employed to provide supplemental engineering services, including a topographic survey, wetland delineation, and Clean Construction or Demolition Debris (CCDD) investigation in support of the development of plans by in-house engineers.
• A consulting engineering firm will also provide Phase II engineering services to develop plans, specifications, and a cost estimate for the replacement or repair of four culverts located on Grass Lake Road and Millburn Road, and the replacement of storm sewer on Old Grass Lake Road and Old US Route 45.
• In accordance with the Local Government Professional Services Selection Act, the recommended firm is Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois.
• This project is included in the Highway Improvement Program and planned for construction in 2020.

R E S O L U T I O N
WHEREAS, Grass Lake Road, County Highway 18, and Millburn Road, County Highway 14, are designated routes on the County highway system; and
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if Grass Lake Road, from Deep Lake Road to west of US Route 45, and Millburn Road, from east of US Route 45 to Hunt Club Road, could be resurfaced; and
WHEREAS, it would be beneficial to the safety and welfare of the public if a sidewalk was constructed to eliminate the sidewalk gaps on Grass Lake Road, from Deep Lake Road to Savage Road, and from Beck Road to the Millennium Trail; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II supplemental design engineering services to support the in-house design of this resurfacing and sidewalk improvement by providing a topographic survey, wetland delineation, a Clean Construction or Demolition Debris (CCDD) investigation, and a bridge deck overlay design; and
WHEREAS, it is advisable that a consultant engineering firm be employed to produce plans, specifications, and a cost estimate for the replacement and repair of four culverts and storm sewer to be constructed in advance of the resurfacing and sidewalk improvement; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, be employed to provide said Phase II supplemental design engineering services for the Grass Lake Road, Deep Lake Road to US Route 45, and Millburn Road, US Route 45 to Hunt Club Road, resurfacing and sidewalk improvement, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement and any subsequent amendments, for consultant engineering services between Lake County and Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, at a maximum cost of $169,330, a draft copy of said agreement attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $205,000 of Matching Tax funds for these Phase II design engineering services, and designated as Section 18-00999-54-RS.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
