Title

Joint resolution authorizing an agreement with Baxter and Woodman, Inc., Crystal Lake, Illinois, for Phase III construction engineering services for the widening and reconstruction of Weiland Road, from Lake Cook Road to Deerfield Parkway, at a maximum cost of $1,001,347, and designated as Section 14-00158-11-WR.

 

Staff Summary

                     Phase III construction engineering services are required to utilize federal highway funds for the widening and reconstruction of Weiland Road, from Lake Cook Road to Deerfield Parkway.                     

                     A consultant will be utilized to undertake Phase III construction engineering services.

                     The selected and recommended firm is Baxter and Woodman, Inc., Crystal Lake, Illinois, at a maximum cost of $1,001,347.                     

                     This improvement is included in the Highway Improvement Plan and planned for construction to begin in 2019.

 

Body

R E S O L U T I O N

 

WHEREAS, Weiland Road, County Highway 73, is a designated route on the County highway system; and

 

WHEREAS, the free flow of traffic on Weiland Road is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and

 

WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if Weiland Road, from Lake Cook Road to Deerfield Parkway, could be improved by widening and reconstruction; and

 

WHEREAS, Phase III construction engineering services are required for these improvements to Weiland Road; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase III construction engineering services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and  

 

WHEREAS, Baxter and Woodman, Inc., Crystal Lake, Illinois, are consulting engineers skilled in the provision of said Phase III construction engineering services.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Baxter and Woodman, Inc., Crystal Lake, Illinois, be employed to provide said Phase III construction engineering services for Weiland Road, from Lake Cook Road to Deerfield Parkway, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, an agreement, and any amendments required by IDOT, for consultant engineering services between Lake County and Baxter and Woodman, Inc., Crystal Lake, Illinois, a draft copy attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that this agreement, and any amendments required by IDOT, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with 605 ILCS 5/5-205.2 of the Illinois Compiled Statutes without further Lake County Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
