Resolution authorizing a purchase with Kane County Clerk’s Office, Geneva, Illinois, (Kane County) for the purchase of 80 ExpressVote (American with Disabilities Act (ADA) Ballot Marking) machines (with cases) and 73 ExpressPass printers in an amount of $165,000.

 

Staff Summary

                     The Election Day ADA ballot marking machines used by Lake County - The Automarks - originally purchased in 2003 are no longer produced and the market for repair parts is unreliable.  As a result, they must be replaced within the coming year.

                     Kane County, which recently absorbed most precincts of the former Aurora Board of Election Commissioners (Aurora), has offered some of its equipment for sale at a discount of approximately 50 percent.  The equipment, used by Aurora for one election, is not compatible with Kane County's election system.

                     The Aurora equipment is compatible with Lake County's current tabulating machines and with the ExpressVote machines and ExpressPass printers purchased from the same vendor in order to meet ADA requirements. 

                     This is an unbudgeted, unexpected opportunity that will be funded out of General Operating Expense (GOE) Contingency funds.

                     Pursuant to Article 6, Section102 of the County’s Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group that approved a bid exemption on the basis that the purchase is for used equipment.

R E S O L U T I O N

 

WHEREAS, the Election Day Americans with Disabilities Act (ADA) ballot marking machines used by Lake County - The Automarks - originally purchased in 2003 are no longer produced and the market for repair parts in unreliable.  As a result, they must be replaced within the coming year; and

 

WHEREAS, there is an opportunity to buy 80 ExpressVote Ballot Marking Machines and 73 ExpressPass Printers from the Kane County Clerk’s Office at a discount of more than 50 percent; and

 

WHEREAS, the Lake County Clerks Office previously purchased (in 2015 for the 2016 Elections), via the Request for Proposal (RFP) process, 34 ExpressVote Machines and ExpressPass Printers from the vendor, Election Systems and Software (ES&S), to respond to legislative mandates for universal voting in Lake County’s 16 early voting sites and to meet requirements of the ADA; and

 

WHEREAS, Kane County Clerk’s Office would like to sell its Aurora ES&S equipment as soon as possible to enable purchase of additional equipment that is compatible with its own election system; and

 

WHEREAS, Pursuant to Article 6, Section102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group that approved a bid exemption on the basis that the purchase is for used equipment.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chairman is authorized to enter into a contract with Kane County, for the purchase of 80 ExpressVote (Ballot Marking) Machines (with cases) and 73 ExpressPass Printers in the amount of $165,000 charged to account #101-1102040-65180.
