Resolution authorizing a one-year with four, one-year renewals with Blue Cross Blue Shield of Illinois, Oak Brook, Illinois, (BCBS) in an estimated annual amount of $3,099,408 per year for health plan benefit management services including medical and prescription stop-loss coverage for plan year 2019 (January 1 through December 31).

Staff Summary
* With the County's current contract for health plan benefit management services expiring December 31, 2018, there is a need to enter into a new contract.
* A Request for Proposals (RFP) was sent to 21 vendors and proposals were received from two vendors. Both vendors were interviewed by an Evaluation Committee comprised of representatives from Human Resources, Forest Preserves, Health Department, and County Administrators Office.
* Based on (a) the evaluation criteria established in the RFP, (b) the interview, and (c) analysis provided by Segal Consulting, it was determined that the proposal submitted by BCBS was the most qualified and best meet the County's needs. The contract includes BCBS providing Health Maintenance Organization (HMO) and Preferred Provider Option (PPO) medical networks, administering the County's HMO plans, adjusting third party claims for the County's PPO plans and providing medical and prescription stop-loss coverage.
* The contract with BCBS includes (a) Health Maintenance Organization (HMO) and Preferred Provider Option (PPO) medical networks, (b) administration of the County's HMO plans, (c) adjustment of third party claims for the County's PPO plans, (d) medical and prescription stop-loss coverage, and (e) a credit of $175,000 for wellness and communication that can be used at the discretion of the Human Resources Department to enhance existing initiatives or offset other benefit related expenses.
* This one-year contract with four, one-year renewals will cost the County an estimated annual amount of $3,099,408 per year.
