Joint resolution appropriating $1,055,000 of Motor Fuel Tax (MFT) funds for the maintenance and electrical service of traffic control signals, street lights, and Lake County PASSAGE field elements, under the applicable Illinois Highway Code, from December 1, 2018, to November 30, 2019, authorizing the one-year renewal clause with H & H Electric Company, Franklin Park, Illinois, in the amount of $809,000, and designated as Section 19-00000-01-GM.
Staff Summary
• Patrol one maintenance activities are paid out of the MFT fund, including the maintenance, electrical service, and Joint Utility Locating Information for Excavators (JULIE) locates for the County traffic control signals, street lights, other field equipment, and field elements of Lake County PASSAGE.
• Traffic signal maintenance is currently under contract with H & H Electric Company with a one-year renewal clause.
• Before a contract renewal can be signed, an appropriation of $980,000 of MFT funds is needed for Fiscal Year 2019 contract maintenance services.
• An appropriation of $75,000 of Motor Fuel Tax funds is needed for the electrical service.
• This is a shared service item, with existing agreements with Deerfield, Deer Park, Gurnee, Highland Park, Highwood, and the Illinois Department of Transportation for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.
• This project is included in the highway improvement program.

R E S O L U T I O N
WHEREAS, Lake County, by and through its Division of Transportation, maintains 206 traffic control signal installations with interconnect for the County, as well as Deerfield, Deer Park, Gurnee, Highland Park, Highwood and the Illinois Department of Transportation (IDOT); and
WHEREAS, Lake County, by and through its Division of Transportation, maintains 16 flashing beacons, 14 permanent count stations, and more than 586 street lights; and
WHEREAS, Lake County, by and through its Division of Transportation, maintains the Lake County PASSAGE field elements, including the fiber interconnect network, 21 PASSAGE communication cabinets, and five PASSAGE Highway Advisory Radio towers; and
WHEREAS, it is beneficial to the preservation of said traffic control signals and other field equipment, and to the safety of the public, to provide electrical service and contract regular maintenance to said traffic control signals and other equipment; and
WHEREAS, traffic signal maintenance is currently under contract with H & H Electric Company, Franklin Park, Illinois, with a one-year renewal clause; and
WHEREAS, before a contract renewal can be signed, an appropriation of funds is required for said contract maintenance service; and
WHEREAS, this is a shared service item, with existing agreements with Deerfield, Deer Park, Gurnee, Highland Park, Highwood, and Illinois Department of Transportation (IDOT) for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share; and
WHEREAS, an appropriation of funds is required for electrical service associated with the County owned above-mentioned traffic control signals and street lights.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that there is hereby appropriated $980,000 of Motor Fuel Tax funds for fiscal year 2019 contract maintenance services with H & H Electric Company, Franklin Park, Illinois, needed to maintain the traffic control signal installations with interconnect and other field equipment, and designated as Section 19-00000-01-GM.
BE IT FURTHER RESOLVED that $75,000 is hereby appropriated for electrical service associated with the above-mentioned traffic control signals and street lights, and designated as Section 19-00000-01-GM.
BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the IDOT.
BE IT FURTHER RESOLVED that these appropriations be processed by the County Engineer for final approval of the in accordance with the “Agreement of Understanding” between the IDOT and Lake County, dated May 3, 2018.
