* The County approved an agreement for professional engineering services with IMS in 1986 to implement a pavement management system.
* The pavement data in the system is updated on a yearly basis, utilizing information collected from dynamic load testing and laser testing procedures.
* IMS, as the original supplier, has continued to demonstrate the skills in pavement testing services that are necessary to update the database within the County's Automated Repair Guidance System (Argus).
* Approximately 25 percent of the County highway system is retested each year.
* Information from the pavement management system is used to generate recommended resurfacing projects for the next five years.
* In accordance with the Local Government Professional Services Selection Act, the recommended firm is IMS of Rolling Meadows, Illinois, at a cost of services of $80,000.
* This project is included in the highway improvement program.

R E S O L U T I O N

WHEREAS, the County highway system of Lake County consists of approximately 889 lane miles of pavement; and

WHEREAS, said pavements have a replacement cost of approximately $2.2 billion; and

WHEREAS, the County annually makes investments to keep said system in a serviceable condition; and

WHEREAS, on January 14, 1986, this Lake County Board authorized the County Board Chair to execute an agreement for professional engineering services with IMS, Rolling Meadows, Illinois, said agreement providing for the implementation of a pavement management system; and
