Joint resolution to approve $420,058 in pass-through funding from the United States Department of Housing & Urban Development (HUD) for Permanent Supportive Housing (PSH) Project.

Staff Summary
* The 2015-2019 Consolidated Plan HUD identifies the community need for increasing availability of PSH within its broader focus on increasing the supply of affordable housing, but this need remains substantially unmet.
* In May 2018, the Lake County Housing and Community Development Commission (HCDC) announced a special competitive application round for $420,058 in funding from the HUD. This funding in potential combination with a new round of state funding for PSH creates an opportunity to address this PSH gap in Lake County's continuum of affordable housing options.
* At its meeting on July 11, 2018, the HCDC voted to request Lake County Board approval of $73,431 in 2018 Community Development Block Grant Funds (CDBG) and $346,627 in HOME Investment Partnership (HOME) Funds to be allocated to Over the Rainbow Association (OTR), an organization that specializes in providing housing and supportive services to clients with physical disabilities for its proposed project, Kirwan Apartments, in Waukegan, Illinois.
* This funding is contingent on receipt by OTR of PSH funding from the Illinois Housing Development Authority (IHDA). In the event IHDA funding is not awarded to OTR for Kirwan Apartments, the HCDC recommends the $420,058 be allocated to Housing Opportunity Development Corporation (HODC) for its Zion Woods Apartments in Deerfield that is intended to be half workforce housing and half supportive housing.

WHEREAS, the United States Department of Housing and Urban Development (HUD) requires the submission of a Housing and Community Development Annual Action Plan every year; and

WHEREAS, on June 12, 2018 the Lake County Board approved a 2018 Annual Action Plan containing $420,058 available for permanent supportive housing project(s); and
