Staff Summary
• Lake County’s new Pavement Rejuvenator Program will be an annual program consisting of applying a pavement rejuvenator, a maltene based spray, on all new asphalt roadway surfaces completed in the prior year’s reconstruction and resurfacing projects.
• The pavement rejuvenator has been found to add approximately five years of life to the pavement.
• The 2018 Pavement Rejuvenator Program will include the reconstruction and resurfacing projects from 2016, as well as County roundabouts.
• The 2019 Pavement Rejuvenator Program will include the reconstruction and resurfacing projects from 2017 and 2018.
• This project is included in the highway improvement program.
• A total of one bid was received, in the amount of $281,366.52, and the responsible bidder is Corrective Asphalt Materials in the amount of $281,366.52.

R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the application of a pavement rejuvenator on various County highways, and designated as Section 18-00000-16-PP; and
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on June 19, 2018, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Corrective Asphalt Materials, Inc., South Roxana, Illinois, their bid being $281,366.52 based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of June 12, 2018, appropriated $350,000 of Matching Tax funds for the application of a pavement rejuvenator on various County highways, and designated as Section 18-00000-16-PP.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Corrective Asphalt Materials, Inc., South Roxana, Illinois, in accordance with their bid of $281,366.52, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the application of a pavement rejuvenator on various County highways, and designated as Section 18-00000-16-PP.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
