Joint resolution authorizing an emergency appropriation for Lake Michigan watershed planning by the Stormwater Management Commission (SMC) in the amount of $161,000 and funded by the grants from the Illinois Department of Natural Resources (INDR).
Staff Summary
* SMC has entered into an agreement with the IDNR for a grant (Grant N-17-07-02) from the National Oceanic and Atmospheric Administration (NOAA) Coastal Management Administration Awards Program for watershed planning in Lake Michigan drainage areas.
* Total project costs are $200,000, and SMC will utilize both the Coastal Management grant and local match funding. An emergency appropriation is needed as funds for this grant and local funding sources are not included in the current year budget.
* SMC will be the project lead and will produce a plan to meet current state and federal guidelines for watershed-based planning. SMC will be reimbursed for staff time spent on the project.

RESOLUTION
WHEREAS, the SMC has received a grant to develop a plan for the Lake Michigan watershed; and
WHEREAS, the SMC has entered into Agreement #N-17-07-02 with the INDR for a total project cost of $200,000, which includes project partner funding match, reimbursement of SMC management expenses, and IDNR project grant funds covered by this Emergency Appropriation in the amount of $161,000; and
WHEREAS, the local project partners and SMC will provide matching funds for the grant; and
WHEREAS, the Fiscal Year (FY) 2018 Budget does not include the full amount necessary for the services provided in FY 2018; and
WHEREAS, an emergency appropriation in an amount of $161,000 is necessary for FY 2018 to provide for payment of services provided.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that an emergency appropriation in the amount of $161,000 is hereby authorized in the following accounts: 212-4202146-45400 ($161,000); 212-4202146-79950 ($141,000); and 212-4202146-51200 ($18,400) and 212-4202146-7...
