Staff Summary
* Lake County (County) provides retail sewer and water services to approximately 26,000 customers and wholesale sewer service to nineteen municipalities throughout Lake County.
* The purpose of the rate study is to analyze enterprise revenues from retail and wholesale user fees and connection fees to assure the County is maintaining and generating sufficient funds for operations, maintenance, depreciation, debt service, and re-capitalization of assets.
* The last rate and connection fee analysis was performed three years ago in 2015.
* Lake County procured services from Burns and McDonnell, Inc. in accordance with the Purchasing Ordinance and the Local Government Professional Services Selection Act.

R E S O L U T I O N

WHEREAS, the County of Lake (County) provides retail sewer and water services to approximately 26,000 customers and wholesale sewer service to nineteen municipalities throughout the County; and

WHEREAS, in order to assure the County maintains and generates appropriate funds in the enterprise fund for operations and maintenance, depreciation, re-capitalization of assets, debt service, reserves and cost-effective services to our customers, the County has programmed for the preparation of a Water, Sewer Rate and Connection Fee Study; and

WHEREAS, due to the specialized nature of this project, the County requires services from a consulting firm qualified in this type of work; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, a Statement of Interest was issued for a water, sewer rate and connection fee study and responses from six firms were received on February 15, 2018; and
