Staff Summary
* One of the two York chillers has lost the ability to make oil pressure for the machine and necessitated immediate repairs.
* Johnson Controls is the original equipment manufacturer (OEM) of the failed unit and was called to assist.
* Due to the importance of Winchester House and the need to maintain a backup chiller for redundancy, it was determined that an emergency procurement was necessary to keep this facility operational. The repair is currently in progress.
* Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when there is a threat to public health, welfare, or safety, or to prevent or minimize serious disruption of governmental services.
* Pursuant to Article 6, Section 103, the Facilities Manager submitted a written determination of the basis for the emergency and the certification that the procurement of these services was appropriate.

RESOLUTION
WHEREAS, one of the two York chillers has lost the ability to make oil pressure for the machine and necessitated immediate repairs; and
WHEREAS, in accordance with Article 6, Section 103 of the Lake County Purchasing Ordinance, the Facilities Manager has certified that an emergency condition existed necessitating immediate action to prevent or minimize disruption of government services; and
WHEREAS, the Purchasing Agent issued an emergency purchase order to repair the oil pressure and replace the internal bearing for the machine; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Emergency Procurement authorized by the Facilities Manager with Johnson Controls, Arlington Heights, Illinois in the amount of $57,304.50 for the repair of the York Chiller at Winchester House and charge to account number 101-11...
