Staff Summary
* Lake County desires to enter into contracts for youth programs with qualified providers to service Out-of-School youth under the federal Workforce Innovation and Opportunity Act.
* Lake County extended Requests for Proposal (RFP) to 26 providers and received five sealed proposals from five service providers.
* The Workforce Development Board Selection Review Committee has recommended awards be made to four service providers that offered favorable proposals to meet the diverse needs of the student populations to be served.
* The Lake County Workforce Development Board has concurred with these recommendations and forwards them for County Board consideration.
* Contracts are recommended for four Out-of-School Youth Programs: Waukegan High School, Pharmacy Tech Program, Waukegan, Illinois, in the amount of $200,000 to service 30 youth, Youth Build Lake County, North Chicago, Illinois, for $136,000 to service 15 youth, Youth Conservation Corps, Waukegan, Illinois, in the amount of $152,000 to serve 15 youth, and Employee Connections, Waukegan, Illinois, in the amount of $175,000 to serve 20 youth.
* Contracts are not to exceed $663,000 and will be funded through the County's allocation of federal Workforce Innovation and Opportunity Act funds.

RESOLUTION

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for establishing contracts with qualified providers for Youth Services to provide Out-of-School Programs under the Workforce Innovation and Opportunity Act for the Lake County Workforce Development Department; and

WHEREAS, subsequent to said publication, request for proposals were extended to 26 service providers; and
