Staff Summary

                     RTA Agreement for Ride Lake County West in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.

                     Two previous “New Freedom” grants and one “Job Access Reverse Commute” (JARC) grant were secured for this project in the past.

                     One “New Freedom” grant and one JARC grant were expended for this project and the funds from the second “New Freedom” grant have almost depleted.

                     The “New Freedom” grant program has become the Section 5310 grant program.

                     The Lake County Board, at its meeting on February 11, 2014, authorized the Division of Transportation (DOT) to apply for a grant from the RTA on behalf of the Lake County Coordinated Transportation Services Committee (LCCTSC), to provide the Ride Lake County West Coordinated Transportation Service Paratransit Program.

                     DOT received notification on April 24, 2014 from the RTA that it was approved to receive $177,000 of 2014 federal Section 5310 funds.

                     The funds from the previous grants needed to be mostly expended prior to the RTA entering into an agreement with the County for the 2014 Section 5310 grant funds.

                     These Section 5310 grant funds administered by the RTA will continue to be used for expanded paratransit service in Lake County during the weekdays to meet the needs of the mobility challenged constituent population in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda; this program is known as the Ride Lake County West Coordinated Transportation Service (formerly known as “Lake County Northwest Demonstration Project”).

                     The RTA will reimburse the County 50 percent of the transportation service cost, up to $177,000, with federal Section 5310 grant funds and the County will provide the 50 percent local share match under the grant agreement.

                     Pace will provide the paratransit bus service and will also provide 50 percent of the required local match of this new grant (only guaranteed for calendar year 2018 at this time).

R E S O L U T I O N

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

 

WHEREAS, this Lake County Board, at its meeting of August 12, 2008, authorized the County Board Chair, the County Clerk and the County Engineer to apply for a grant from the RTA, in cooperation with LCCTSC, to provide for the implementation of a Lake County Northwest Demonstration paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Grant and Lake Villa; and

 

WHEREAS, Lake County, by and through its Division of Transportation, on November 13, 2008, was notified by the RTA that it was approved to receive $400,000 of 2008 federal “New Freedom” grant funds to provide partial funding over two years for said Lake County Northwest Demonstration Project; and

 

WHEREAS, this Lake County Board, at its meeting of July 12, 2011, authorized the County Board Chair, the County Clerk and the County Engineer to apply for a grant from the RTA, in cooperation with LCCTSC, to provide for the continuation of the Lake County Northwest Demonstration paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Grant and Lake Villa; and

 

WHEREAS, this County Board, at its meeting of August 14, 2012, expanded the service area to include Fremont and Wauconda Townships; and

 

WHEREAS, Lake County, by and through its Division of Transportation, on December 2, 2011, was notified by the RTA that it was approved to receive an additional $250,000 of 2011 federal “New Freedom” grant funds to provide partial funding over two years, for said Lake County Northwest Demonstration Project; and

 

WHEREAS, this Lake County Board, at its meeting of February 11, 2014, authorized the County Board Chair, the County Clerk and the County Engineer to apply for a grant from the RTA, in cooperation with LCCTSC, to provide for the continuation of the Lake County Northwest Demonstration paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda; and

 

WHEREAS, Lake County, by and through its Division of Transportation, on April 24, 2014, was notified by the RTA that it was approved to receive $177,000 of 2014 federal Section 5310 grant funds to provide funding for said Lake County Northwest Demonstration Project; and

 

WHEREAS, the aforementioned transportation service in northwest Lake County formerly known as the Lake County Northwest Demonstration Project is currently known as the “Ride Lake County West Coordinated Transportation Service;” and

 

WHEREAS, Pace Suburban Bus Division of the RTA will supply 50 percent of the required local match of this new grant (guaranteed for calendar year 2018 only at this time) and will continue to coordinate operations of this expanded paratransit program; and

 

WHEREAS, the RTA and Lake County are desirous of entering into an agreement stating the terms and conditions by which the RTA will provide said $177,000 grant to Lake County, in support of LCCTSC, for the continuation of said expanded paratransit services, a draft copy attached hereto.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Engineer and the State’s Attorney of Lake County be authorized, and they are directed to execute an agreement, and any subsequent amendments, for the receipt of $177,000 of Section 5310 grant funds, over 2 and a half years, from the RTA to be used to continue expanded paratransit service in Lake County during the weekdays in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.

 

BE IT FURTHER RESOLVED, that the expansion of said paratransit services during the weekday in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships is designated as the “Ride Lake County West Coordinated Transportation Service.”

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $375,000 of the ¼% Sales Tax for Transportation funds for the said “Ride Lake County West Coordinated Transportation Service,” and designated as Section 18-00280-06-ES.

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the State’s Attorney of Lake County as required.
