Staff Summary
* The County owns and operates the Brooks Farm water system and it utilizes an iron removal treatment system to remove naturally occurring iron within the groundwater aquifer.
* The iron removal treatment system failed, and a temporary treatment system was put in place to mitigate iron levels.
* Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when there exists a threat to public health, welfare, or safety, or to prevent or minimize serious disruption of governmental services.
* Pursuant to Article 6, Section 103, the Director of Public Works has submitted a written determination of the basis for the emergency and the certification that the procurement of this rehabilitation was appropriate.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates potable water systems serving diverse communities throughout the County; and
WHEREAS, the facilities and equipment sometimes fail and require emergency replacement and rehabilitation; and
WHEREAS, the County experienced failures to the iron removal treatment system at the Brooks Farm water system that requires immediate rehabilitation; and
WHEREAS, in accordance with Article 6, Section 103 of the Lake County Purchasing Ordinance, emergency rehabilitation was necessary to the Brooks Farm water system iron removal treatment equipment; and
WHEREAS, the Purchasing Agent issued an emergency purchase order for the rehabilitation work; and
WHEREAS, in accordance with Article 6, Section 103 of the Lake County Purchasing Ordinance, the Director of Public Works has certified that an emergency condition existed necessitating immediate action to prevent or minimize disruption of government services.
