Joint resolution authorizing an agreement for professional engineering services with Alfred Benesch and Company, Chicago, Illinois, for Phase II design engineering services for the intersection improvement at Fairfield Road and Monaville Road in Lake Villa and unincorporated Lake County, Illinois, in an amount of $518,882.36 appropriating $625,000 of ¼% Sales Tax for Transportation funds for these engineering services, and designated as Section 15-00120-06-CH.
Staff Summary
• This improvement project - which encompasses the change of the intersection of Fairfield Road and Monaville Road from a four-way stop to a roundabout, removal of the intersection of Old Monaville Road and Monaville Road, and installation of a cul-de-sac on Old Monaville Road - is included in the highway improvement program with target construction in 2020 pending available funding and right-of-way acquisition.
• A consultant will be utilized to undertake Phase II design engineering services.
• In accordance with the Local Government Professional Services Selection Act, the recommended firm is Alfred Benesch and Company, Chicago, Illinois, in the amount of $518,882.36.

R E S O L U T I O N
WHEREAS, Fairfield Road, County Highway 61, and Monaville Road, County Highway 18, are designated routes on the County highway system; and
WHEREAS, Old Monaville Road is a route under the jurisdiction of the Lake Villa Township Highway Department; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the motoring public if the intersection of Fairfield Road and Monaville Road could be improved from a four-way stop to a roundabout, and the intersection of Monaville Road and Old Monaville Road could be removed, and a cul-de-sac installed; and
WHEREAS, Phase II design engineering services are required for said project; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide Phase II design engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq .; and
WHEREAS, Alfred Benesch and Company, Chicago, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Alfred Benesch and Company, Chicago, Illinois, be employed to provide said Phase II design engineering services for the intersection improvements of Fairfield Road and Monaville Road and Monaville Road and Old Monaville Road, in the amount of $518,882.36, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and are directed to execute, on behalf of Lake County, an agreement for consultant engineering services between Lake County and Alfred Benesch and Company, Chicago, Illinois, for the aforementioned intersection improvements, a draft copy of which is attached hereto, and such authorization shall include any necessary subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $625,000 of ¼% Sales Tax for Transportation funds for these engineering services, and designated as Section 15-00120-06-CH.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
