Staff Summary
• Since 2000, the Job Center of Lake County has been operated under a partner consortium including the Illinois Department of Employment Security (IDES), the College of Lake County (CLC), and the Lake County Workforce Development Department (Workforce Development).
• New Federal legislation went into effect in 2015 that requires these services to be procured by the Workforce Development Board through a competitive selection process.
• The County met its obligation through the initial award of the One-Stop Operator to the Workforce Development Partner Consortium at the County Board meeting on June 13, 2017.
• The Workforce Development Board received notification in December 2017 from the Illinois Department of Commerce and Economic Opportunity (DCEO) requiring that the competitive selection process be resolicited based on a finding that with no funding included in the original Request for Proposal (RFP) the competition was restricted and, as such, would limit the number of responses from entities already receiving Title One funds.
• Lake County was unsuccessful in their appeal of the finding by DCEO and re-released the RFP for the One-Stop Operator on February 22, 2018 to 26 vendors and one proposal was received from the consortium of the IDES, CLC, and Workforce Development.
• The review committee determined that the proposal submitted by the Workforce Development Partner Consortium satisfied the requirements set forth in the RFP.
• It is recommended that the consortium of the IDES, CLC, and Workforce Development be approved to continue to provide these services in the amount of $116,213.

RESOLUTION
WHEREAS, The Workforce Innovation and Opportunity Act (WIOA) requires that there must be, at a minimum, one physical One-Stop Center in Lake County; and the Job Center of Lake County, located in Waukegan, has been approved as the comprehensive one-stop; and
WHEREAS, Public Law 113-128 the Workforce Innovation and Opportunity Act amends the Workforce Investment Act of 1998 (Public Law 105-220) the Workforce Investment Act of 1998, as adopted by the Unites States Congress on August 7, 1998, which replaced Public Law 97-300, the Job Training Partnership Act of 1982, which established the Private Industry Councils; and
WHEREAS, Section 107 of the Workforce Investment Act establishes local workforce investment areas and the Board and sets forth the selection of One-Stop Operators; and
WHEREAS, on February 13, 2001, Lake County adopted a resolution wherein the staff of the Workforce Development Board and the staff of the workforce delivery center were administratively separated; and
WHEREAS, on February 10, 2004, the County Board adopted a resolution establishing the Lake County Workforce Development Department and the appointment of a department head. The Workforce Development Board staff remained separate from the Workforce Development Department; and
WHEREAS, Section 121 of the Workforce Investment and Opportunity Act provides that the Local Board shall designate or certify One-Stop operators and conduct oversight of the one-stop delivery system; and
WHEREAS, WIOA requires that there must be, at a minimum, one physical One-Stop Center in Lake County; and the Job Center of Lake County, located in Waukegan, has been approved as the comprehensive one-stop; and
WHEREAS, WIOA requires core and required workforce development partners to deliver services to the job seekers and employers through the Job Center by being co-located in the Job Center, direct referrals and linkages, or connection through technology; and
WHEREAS, WIOA requires there be a one-stop operator responsible for coordinating the activities and services of the partners in the Job Center and the physical location accommodates successful customer flow; and
WHEREAS, WIOA requires the operator of the one-stop be competitively procured through a Request for Proposal. WIOA allows a partner consortium of at least three partners to bid on the RFP; and
WHEREAS, the Job Center of Lake County has been operated under a partner consortium including the Illinois Department of Employment Security, the College of Lake County, and the Lake County Workforce Development Department since 2000. This partner consortium has come together to submit a bid to the RFP; and
WHEREAS, one (1) proposal to serve as the One-Stop Operator was received. This proposal was developed and submitted by the Workforce Development Partner Consortium: Lake County Workforce Development Department, College of Lake County, and Illinois Department of Employment Security. The Review Committee determined that the proposal submitted by the Workforce Development Partner Consortium satisfied the requirements set forth in the RFP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois that the Lake County Workforce Development Partner Consortium is approved to serve as the One-Stop Operator of the Job Center of Lake County, located in Waukegan.
